Do all xbox 360's come with 1500 ms points when you buy them?

So I'm thinking about buying an xbox 360, and I've seen in a few stores that the console comes with 1500 ms points when you buy it, but in other stores they don't advertise this "gift", so are the 1500 points included on EVERY new xbox 360, or is this just something some stores add to the package?.
