What would be the equivalent of a French 3 in a college course?

Sounds as if you stopped at what UCB would call Elementary French [French 1, for beginners] - you are slightly sub - GCSE from the sound of it. Obviously they DO take complete beginners, so once you've been accepted, you'll need to discuss it with your adviser of studies/tutor, just to make sure that you're in the right class.
