What determines Portuguese noun/adjective order?

I have been studying up on the Portuguese language, and one thing that confuses me is noun & adjective order. For instance, "Good day" in Portuguese is "Bom dia", but if you were to say "new car", that would be "Carro novo". The noun & adjective are reversed in those two examples. What determines the order of the noun & verb in the Portuguese language?
