Why do people consider Buddhism an "atheistic religion"?

"Secular" might be a more appropriate word when describing schools of Buddhism that are more philosophy than religion. In any case, atheism can be a passive lack of belief rather than a strong affirmation that there are no Gods, so it may be appropriate to say that a Buddhist may also be an atheist.
